 <description>&lt;p&gt;&lt;!--paging_filter--&gt;The economic and financial volatility will continue to play havoc with small-cap stocks, as scared individual investors retreat to the sidelines and small companies&#039; customers pull back on spending and partnerships. &lt;/p&gt;
&lt;p&gt;The Russell 2000 index, which hit 850 last July, is now under 700. It will hit 650 by Valentine&#039;s Day 2008, if not sooner.&lt;/p&gt;
