The European Union remains divided whether to implement a pre-membership accord with Serbia that was put on hold over Belgrade's failure to capture war crimes suspects.
Most EU foreign ministers say they can support the trade deal after Serbia arrested top war crimes suspect Radovan Karadzic in July.
But diplomats note that the Netherlands insists Belgrade also deliver the last two remaining fugitives to the international court before the accord is implemented.
U.N. war crimes prosecutor Serge Brammertz will brief the ministers Monday about Serbia's efforts to capture Gen. Ratko Mladic and Goran Hadzic. Brammertz last week in Belgrade expressed "careful optimism" the two will be arrested soon.
