I don't know whether this is a veiled threat, or he is referring to the papers' online revenue plans:

AP announced initiative to protect its content which includes the ability to detect misuse of its content as grounds for subsequent lawsuits. AP will act as to represent its member newspapers on this regard. Can this materialize as a specific lawsuit to Google News in less than 3 months? Place your bets!

Google has been blamed for contributing to the newspaper industry's death spiral. To add insult to injury, Google has started placing text-based ads on search results for Google News. Google aggregates content from major news sources and plans to make money from users searching for content on Google News.

Newspapers are desperate to find new sources of revenue and may demand that Google share the fruits of their labor.

Prediction: A newspaper or a web content publisher files a lawsuit against Google for not sharing revenue it makes from Google News by July 1, 2009.
