The following is a document submitted by the Opportunity House Resident Treatment Center, a halfway house where David K. Stanley stayed a few nights per week for three years:

MEMORANDUM

TO: The Honorable Judge Stump

FROM: Marvin Powell, Program Manager

DATE: September 9, 1991

RE: David Stanley's Placement at Opportunity House

This memorandum is to advise your Court of Mr. David Stanley's compliance with the conditions of Community Corrections placement at the Opportunity House Resident Treatment Center.

Mr. Stanley was admitted into this facility in December 1989 as a Special Condition of Probation. To date, Mr. Stanley has complied with all conditions of this placement without incidence. He has maintained a clear conduct record and responds positively to directives from staff.

Mr. Stanley's continued placement at this facility is contingent upon his acceptance of all the rules and regulations of this program. Mr. Stanley has been a model resident in our program. He has voluntarily utilized his skills to assist other residents in their efforts to make a positive re-entry into the community.

Mr. Stanley is afforded no special privileges in this program. He does not receive passes or visitors due to the punitive nature of his placement.

Mr. Stanley [sic] continued placement at this facility is evaluated on an annual basis and any decision to have him remain a resident is based on his overall program compliance.

Mr. Stanley's compliance with the conditions of this placement has been exemplary. This manager and this program will continue to have Mr. Stanley should the court require this as a condition of his Probation.
