It has to, since it's all we have. It's just a question of which "self" is acting through which mechanism of collective "governance." Is it industry regulating itself through best practices and codes of conduct? Or Internet users shaping the network through new global entities such as ICANN? Or citizens governing themselves through traditional lawmaking? In different circumstances, different forms of self-governance will be appropriate, but all must be responsive to public needs. - Andrew Shapiro
